X Meeting of Central Internal Auditors

  • PLACE AND DATE:
    Madrid, Spain, from 21 to 23 October 2009, sponsored by the Banco de España.

  • OBJECTIVE:
    To analyse the role of internal audits in cash management, in management of monetary policy and international reserves, in information technology security, in payment systems operations and security, and in compilation of statistics.

  • PARTICIPANTS:
    CEMLA’s member central banks.

  • LANGUAGE:
    English and Spanish, with simultaneous translation.

  • METHODOLOGY:
    The items on the Agenda will be discussed at the morning sessions, when the selected papers will be presented. Each presentation and discussion session will have a slot of 45 minutes maximum.

    At the afternoon sessions, working groups will discuss the topics presented at the morning sessions, to draft conclusions and prepare recommendations to be presented at the plenary session on the last day.

  • REGISTRATION DEADLINE:
    The names of the participants and, where applicable, the title or subject matter of the presentations to be made must be sent to CEMLA and to the Banco de España by August 14, by the registration form.

  • DEADLINE FOR SUBMISSION OF PAPERS:
    The papers to be presented must be submitted to the Banco de España and CEMLA by 2 October 2009 at the latest. Maximum length: 25 pages, double-spaced. Participants are kindly asked to send English and Spanish versions, in WORD, indicating specifications regarding the type of visual equipment needed. All presentations must relate to the items on the Agenda.

  • WORKING GROUPS:
    The working groups will aim to reach consensus on the topics discussed at the morning sessions, to identify common aspects relevant to central banks and to draft conclusions and prepare recommendations that may contribute to the achievement of the objectives of the meeting.

    The working group sessions will be organised as follows:

    • Each working group will designate a rapporteur who will coordinate the sessions, conduct the debates and present the results to a joint meeting of rapporteurs, in order to adopt a single proposal to be presented to the plenary session on the last day of the meeting.

    • The sessions will last for three hours and will include:

      • Drafting of a summary of the topics discussed

      • Identification of aspects common to central banks

      • Drafting of conclusions and recommendations

    • The final results of each working group’s daily sessions and of the joint meetings of rapporteurs will be presented at the plenary session, to be ratified by the participants and subsequently submitted for consideration by the central bank governors.
